About CETI

Grown from within Kamonyi, built for all of Rwanda

Community Empowerment and Transformation Initiative (CETI) is a registered National Non-Governmental Organization in the Republic of Rwanda, established under Law N° 58/2024 of 20/06/2024. Operating under public interest, CETI is legally mandated to operate across the entire territory of Rwanda, with its current headquarters in Runda Sector, Kamonyi District, Southern Province.

From co-creation to local leadership

    We map needs with local communities so interventions are locally owned.

    Hands-on centres — demonstration plots and digital hubs — where people learn by doing.

Supreme Organ — General Assembly

The highest decision-making body, comprising all effective and founding members.

Executive Organ — Board of Directors

Led by the Legal Representative and Deputy, plus the Secretary-General and Treasurer, overseeing daily policy.

Independent external financial experts ensuring absolute accountability.

Conflict Resolution Organ

A three-member internal panel dedicated to organizational peace and stability.

Protais is the strategic visionary behind CETI. With extensive experience in community mobilization, local development project design and strategic management, he leads institutional partnerships, national legal compliance and scaling grassroots interventions across Rwanda.

NSHIMIYIMANA Honoline

Deputy Legal Representative / Deputy Director

Honoline is an expert in social development, focused on women's economic inclusion, gender equality and youth mentorship. She oversees program implementation on the ground, ensuring every intervention is inclusive and human-centric.

Rooted in local trust

A deep structural presence in Kamonyi District bridges global resources with grassroots needs.

Expert-driven execution

Founding members bring decades of experience in environment, governance, finance and youth tech.
